Councilwoman Barbara Staggs, At Large

Council Member Barbara J. Staggs has been married for 49 years to Edward L. Staggs, and together they have three children and ten grandchildren. Council Member Staggs has been a resident of Trotwood for 59 years and a dedicated member of council for nineteen years.

Council Member Staggs serves as Council Advisor to the Zoning Appeals Board, Parks and Recreation Board, The First Suburbs Consortium of Dayton and the Firefighters Volunteers Dependent Fund.

Council Member Staggs serves at the National Level (appointed by the President of the National League of Cities) on the Public Safety Crime Prevention Steering Committee, First Tier Suburbs Steering Committee and the Leadership Training Steering Committee. She has served on many other committees as board member and served as Vice-Chair on many. She has gained National, State and Local recognition. This has resulted in many awards for her achievements.

To better represent and serve the community she has reached the Diamond Level, Leadership Excellence, within the Achievement in Leadership program, part of the Leadership Training Institute.


Council Member Staggs started volunteering in the school and community 45 years ago and is still involved in many events.

Her experience in real estate, director of the chamber and others has been an asset for the position of Council Member.

Another passion of Council Member Staggs is Partners in Community Living, an organization formed by a committee, (which she was a member) to help serve the residents of two organizations, Choices in Community Living and Residence Homes. These organizations supply housing and services to Mentally Challenged Adults. As a board member of Choices in Community Living, she served for nine years and two years as president on the board.
