Administration Overview

The City of Trotwood is governed under a Council-Manager form of government as set forth in the City Charter. Its 7-member Council sets policy, adopts ordinances and resolutions, approves major expenditures of public funds and establishes the City’s service program through the annual operating budget. The Council is pledged to uphold State of Ohio laws to ensure the health, safety, interest and good of its residents while providing the best government possible.

As the City’s Chief Executive Officer, the City Manager carries out the policies determined by Council, manages the City’s day-to-day administration and operations and directs and supervises City activities. In turn, all City departments, divisions and offices report to the City Manager, including:
• Building Administration, Code Enforcement
• Finance, Income Tax
• Parks & Recreation
• Planning & Development, Zoning
• Public Safety – Fire/EMS, Police
• Public Works – Streets, Waste Collection
