12.01.09- Salem Mall Site To Be Redeveloped

Today the City unveiled Phase I of its new Conceptual Redevelopment Plan for its former Salem Mall site.  Over one hundred people attended this public event held in the Trotwood-Madison High School Commons.

This new Conceptual Plan calls for a market driven, public-private, mixed-use development, featuring such potential components as civic, office, residential, retail and recreational.  One of the City’s primary reasons for holding this event was to solicit and incorporate ideas from the citizens in attendance.

“We need to hear what our citizens think it should be before we take this plan to the next phase,” said Trotwood Mayor Darreyl D. Davis. “Ultimately whatever we build will largely depend on their buy-in and long-term willingness to support the site.” 

The City has been working on the Redevelopment Plan since last spring with a Steering Committee comprised of citizens, regional officials, its own elected officials and staff, and its two major development partners: builder-developer The Stonehenge Company, represented by its President Mo Dioun; and architectural design firm Bird Houk Collaborative, represented by its President & CEO Jim Houk.


During the event the Stonehenge-Bird Houk team presented an aerial-view graphic showing the site’s potential future layout and desirable uses which may include: a Community Center; a new City Hall; a new Library; residential development; office and retail space.  The new site would also feature ample parking and green space, including over 11 acres of programmable park space.

Other key project development partners were introduced at the event, including: EMTEC President Frank Svet of Ohio-based EMTEC, a non-profit member-based organization developing the project’s technology and business strategies; Norm Essman & Associates, regional development specialist with 20 years experience in charge of deal structuring and financing; Rich Warren & Associates, longstanding government relations specialist responsible for procuring federal and state funding, and President Bob Moore of California-based Global Technology Management L.L.C., which brings its national-international experience and contacts to the project.

According to City Manager Michael J. Lucking, “For years we have been working hard to bring the Salem Mall site back to life.  With the development team we now have in place, we are confident this redevelopment plan has every chance of yielding multiple reasons for our citizens to embrace it once again.”  The City believes that its two major development partners, The Stonehenge Company and Bird Houk Collaborative, which have successfully collaborated on multiple projects, together bring just the right combinations of vision and experience to make this redevelopment plan a major success.
