Council Member Rhonda C. Finley, a lifelong resident of Ohio, holds Bachelor and Master of Science Degrees from Wright State University.  

Professional Experience 

Rhonda Finley is the Deputy Program Manager, Geospatial and Signatures Acquisition and Architecture Flight, National Air and Space Intelligence Center (NASIC), Wright-Patterson Air Force Base, Ohio. She manages an over 25 personnel consisting of contractors and subject matter experts with a total contract portfolio of $30 million.  In this capacity, Mrs. Finley provides program support in acquisition and serves as a the contract execution liaison in support of the Overhead Persistent Infrared mission related strategic sourcing efforts for NASIC. Additionally, she is designated as a Government Task Manager of the Advanced Technical Exploitation Program (ATEP) II.

Council Member Finley has been very active in the community -- she championed the development of Trotwood's Community Garden and volunteered for a number of organizations -- including the Trotwood Chamber of Commerce Board, Friendship Village Judging Committee, Trotwood City Schools Reading Program, Mayor's Annual Golf Outing, Youth Golf Association, NAACP Youth Council, and Film Dayton.  She is also the church secretary volunteer at the Mount Calvary Baptist Church.

She is one of seven daughters born to Robert and Connie Allen, who instilled in her the principles of hard work, integrity and strong family values.  Married to Anthony "Tony" Finley since 1988, they are the proud parents of one son, Matthew, who resides in Los Angeles.
